Health Officer – Community Based Surveillance (Temporary)

About the role

UNICEF is seeking a Health Officer to strengthen community‑based surveillance (CBS) for Ebola Virus Disease (EVD) across multiple provinces in the Democratic Republic of Congo. The role supports the government’s response by detecting alerts, following up cases and contacts, and ensuring timely data reporting.

Key responsibilities

• Implement and oversee Community‑Based Surveillance activities.
• Detect, verify and report alerts of suspected EVD cases.
• Follow up on cases and contacts, ensuring isolation and care.
• Supervise and train community‑based personnel.
• Coordinate surveillance efforts with health facilities.
• Collaborate with Social‑Behaviour Change and Risk Communication teams.
• Manage data collection, monitoring and regular reporting.
• Support Ebola vaccination campaigns.

Required profile

• Bachelor’s degree in Public Health, Medicine or a related field.
• Minimum two years of professional experience in community‑based surveillance or public‑health programmes.
• Proficiency in French (required); knowledge of another UN language and basic English or Swahili is an asset.
• Experience in outbreak response (e.g., Ebola, cholera) and working in fragile or humanitarian settings is desirable.
