International Consultant – National Evaluation Policy Rewrite (RDC)

About the role

UNICEF is seeking an experienced international consultant to lead the rewrite of the Democratic Republic of Congo's National Evaluation Policy for the 2027‑2037 period. Working remotely, the consultant will produce a comprehensive policy document that guides strategic and operational evaluation of public policies.

Key responsibilities

• Conduct a thorough analysis of the existing provisional policy and related secondary data.
• Develop a restructuring plan aligned with international quality standards.
• Draft the final National Evaluation Policy (full version and executive summary) in both French and English.
• Design a communication strategy to promote the policy.
• Create an implementation action plan with a detailed timeline.
• Provide legal and regulatory framework recommendations to institutionalise evaluation practices.

Required profile

• Proven experience in public‑policy formulation and evaluation, preferably in the DRC or similar contexts.
• Strong analytical skills and ability to synthesize complex documents.
• Fluency in French and English for drafting bilingual deliverables.
• Ability to work independently and deliver high‑quality outputs within a three‑month timeframe.
