Program Lead, Ebola Response

Job Overview

The International Rescue Committee (IRC) is seeking a Program Lead to drive its Ebola Response in the Democratic Republic of the Congo. Reporting to the Ebola Response Director, the role will provide strategic leadership, oversee program design, implementation, and partnership management to contain the outbreak and support affected communities.

Major Responsibilities

• Lead operationalization of IRC's Ebola Response strategy and engage in strategic planning for long‑term direction.
• Analyze outbreak data regularly to adapt program models and ensure a responsive, mobile presence.
• Collaborate with coordinators, the Emergency Unit and Technical Unit to ensure project design meets IRC quality standards and industry best practices.
• Identify and secure multi‑year funding, supporting program and grants teams in developing competitive, evidence‑based proposals.
• Integrate protection principles and gender‑responsive approaches across all sectors.
• Provide overall leadership of the Ebola Response portfolio, ensuring compliance with IRC and donor regulations.
• Build capacity of program team members individually and as a cohesive unit.
• Develop and adapt detailed implementation plans with coordinators and operations staff.
• Design robust monitoring and evaluation plans, strengthen data collection, analysis and reporting.
• Champion a "partner first" approach, managing high‑quality, collaborative relationships with local organizations.
• Oversee grants management, internal and external reporting, and ensure timely, accurate donor communications.
