Public Health Emergency Preparedness Officer

About the role

The Public Health Emergency Preparedness Officer provides strategic technical leadership and operational support to strengthen emergency preparedness across the Democratic Republic of the Congo. Working under the WHO Health Emergencies Programme, the incumbent supports national authorities and partners in preparing for health emergencies.

Key responsibilities

• Support and monitor implementation of IHR amendments, including SPAR reporting, JEE, simulation exercises and after‑action reviews.
• Promote the One Health approach in line with the Quadripartite Action Plan.
• Collaborate with the External Partnership and Resource Mobilization Officer on Pandemic Fund proposals and grant implementation.
• Provide technical guidance to the Ministry of Health on risk assessment, contingency planning and emergency management structures.
• Design, monitor and evaluate early warning systems and rapid response frameworks, focusing on high‑risk provinces and transit hubs.
• Act as technical liaison for health emergency preparedness, coordinating international partners, local authorities and humanitarian actors.
• Organise and deliver specialised capacity‑building activities for public health professionals.

Required profile

• Experience in public health emergency preparedness and response at national or sub‑national level.
• Familiarity with International Health Regulations (IHR) and WHO health security frameworks.
• Proven ability to work with government ministries, international partners and humanitarian organisations.
