Finance and Operations Consultant – Ebola Outbreak Response

About the role

PATH is seeking a Finance and Operations Consultant to support the STRIDES Ebola outbreak response in Bunia, Democratic Republic of the Congo. The consultant will ensure that financial, procurement and logistical functions operate smoothly, enabling technical teams to respond quickly and effectively to Ebola events.

Key responsibilities

• Finance and Budget Management: Support field‑level financial monitoring, track expenditures against approved budgets, develop and maintain work‑plan budgets, prepare financial analyses, burn‑rate reports and budget updates, and process expenditure, wire transfer, cash advance and petty‑cash requests in line with PATH policy and donor requirements.
• Procurement Management: Lead procurement of goods and services needed for the outbreak response, including PPE and office supplies; prepare purchase requests, obtain competitive quotations, draft purchase orders, maintain a qualified local vendor roster, and ensure audit‑ready documentation for all purchases.
• Compliance, Reporting and Coordination: Ensure all financial, procurement and logistics activities comply with PATH policies and donor regulations, generate routine financial updates for the field team and STRIDES leadership, liaise with local and international vendors, consultants and partners, and flag any risks or delays that could affect response timelines.

Required profile

• Experience in financial management, budgeting and reporting within humanitarian or development contexts.
• Familiarity with procurement processes and vendor management, especially in emergency response settings.
• Ability to work on‑site in Bunia and collaborate with multidisciplinary technical teams.
• Strong analytical skills and meticulous attention to detail.
