Health, Safety & Security Manager

About the role

The Norwegian Refugee Council (NRC) is seeking a Health, Safety & Security Manager to lead the development and management of health, safety and security risk systems for its operations in the Democratic Republic of Congo. This senior position reports to the Country Director and plays a key role in ensuring compliance with NRC standards and delivering durable programming.

Key responsibilities

• Develop and manage NRC health, safety and security risk systems at the national level.
• Conduct Security Risk Analyses (SRA) in line with Minimum Operational Safety Standards (MOSS) and oversee mitigation measures.
• Lead the Country Management Group and Crisis Management Team, providing strategic input on risk reduction.
• Supervise, train, and support health, safety and security staff across all offices.
• Prepare required reports, coordinate budgets, and contribute to proposals and strategies.
• Undertake field missions to assess risk and advise Area Managers and the Country Director on mitigation.

Required profile

• Minimum 3 years experience as a senior Security Advisor in humanitarian or recovery contexts.
• Experience working in complex, volatile environments, preferably in Central Africa or eastern Congo.
• Ability to work and live under difficult circumstances.
• Proven results in managing health, safety and security responsibilities.
