Programme Quality and Development Coordinator

About the role

Concern Worldwide is seeking a Programme Quality and Development Coordinator to lead the quality team for its operations in the Democratic Republic of Congo. Based in Kalemie, the role will oversee programme design, monitoring and evaluation, and accountability mechanisms across multiple provinces for a 12‑month fixed‑term contract.

Key responsibilities

• Lead the development of high‑quality proposals, ensuring strong programme logic aligned with Concern’s strategy and Theory of Change.
• Coordinate and strengthen programme quality processes throughout the full project cycle, including implementation, monitoring, evaluation and learning.
• Monitor activities against internal systems and the Core Humanitarian Standard, ensuring compliance and accountability.
• Oversee the complaints and response mechanism (CRM), handling stakeholder feedback systematically.
• Promote gender, protection and other cross‑cutting issues, ensuring they are mainstreamed across programmes.
• Manage the Grants Manager, M&E Coordinator and CRM Coordinator, providing line‑management and guidance.
• Commission research, liaise with external consultants and Dublin technical experts, and act as the focal point for accountability and mainstreaming.
• Produce fact‑sheets, videos and other communications on quality initiatives and organise quarterly learning meetings.

Required profile

• Proven experience in designing and managing humanitarian programmes, preferably in the DRC or similar contexts.
• Strong knowledge of monitoring and evaluation frameworks and the Core Humanitarian Standard.
• Demonstrated ability to lead multidisciplinary teams and work with area coordinators, technical advisors and external partners.
• Excellent analytical and communication skills, with a focus on learning and continuous improvement.

• Competitive salary range €44,133 – €49,038 per year (Grade 4).
