Supply Chain Monitoring & Accountability Specialist (P-3, 6‑month contract)

About the role
The specialist will support UNICEF's Ebola emergency response in the Democratic Republic of the Congo by establishing and leading an End User Monitoring (EUM) framework. Based in Kinshasa, the role involves regular field missions to ensure that health, nutrition, vaccination, IPC/WASH, cold chain, PPE and other emergency supplies reach intended beneficiaries.
Key responsibilities
- Design and implement the End User Monitoring framework, including methodology, indicators, tools, sampling approach and data flow.
- Coordinate and supervise data collection in affected and high‑risk areas, working with field offices, partners and health authorities.
- Track receipt, storage, use and documentation of supplies at warehouses, health facilities and community sites.
- Consolidate, clean and analyse monitoring data to identify discrepancies, stock‑outs, losses, diversion risks and performance trends.
- Produce analytical reports, dashboards and briefings for coordination meetings, situation reports and donor updates.
- Train UNICEF staff, partners and government focal points on monitoring tools and standards, and maintain a recommendation tracking matrix to follow up corrective actions.
Required profile
- Advanced university degree in monitoring and evaluation, statistics, public health, supply chain management or a related field.
- Minimum five years of professional experience in monitoring, results‑based management, data analysis or humanitarian supply chain monitoring, including work in emergency settings.
- Demonstrated experience with End User Monitoring, last‑mile supply monitoring or logistics data management.
- Fluency in French and intermediate proficiency in English.
