Country Director – Democratic Republic of Congo

About the role

The Norwegian Refugee Council (NRC) is seeking a senior leader to head its operations in the Democratic Republic of Congo. Based in Goma, the Country Director will steer a high‑risk, multi‑sectoral humanitarian response serving hundreds of thousands of displaced people.

Key responsibilities

• Analyse the political and humanitarian context and adapt NRC programmes to ensure relevance and impact.
• Provide strategic direction, oversee programme delivery across Education, WASH, Shelter, Protection and legal assistance.
• Represent NRC externally, lead inter‑agency coordination and advocate for funding and policy support.
• Mobilise resources, develop partnerships and drive advocacy at national, regional and global levels.
• Build and coach high‑performing teams, ensuring an empowered Country Management Group.
• Uphold the highest standards of ethics, safeguarding and humanitarian principles.
• Promote diversity and inclusion through policies and recruitment.

Required profile

• Proven senior leadership experience in complex humanitarian settings, preferably in conflict‑affected regions.
• Strong strategic thinking, decision‑making and crisis‑management abilities.
• Excellent communication and negotiation skills with donors, government and UN agencies.
• Demonstrated track record in resource mobilisation, advocacy and partnership building.
• Commitment to safeguarding, accountability and the humanitarian principles.
