Health Manager (P-4) – 6‑month Emergency Ebola Response

About the role

UNICEF is seeking a Health Manager (P‑4) for a six‑month temporary appointment to support the Ebola Virus Disease response in the Democratic Republic of Congo. Reporting to the Senior Project Coordinator and under the strategic leadership of the Chief of Health, the incumbent will work directly in outbreak hotspots to improve the quality, timeliness and accountability of UNICEF‑supported health interventions.

Key responsibilities

• Provide high‑level technical and operational support for community‑based surveillance, alert investigation and contact follow‑up.
• Coordinate infection‑prevention activities and ensure continuity of essential health services for vulnerable populations.
• Integrate vaccination, information management, child protection, PSEA and staff‑safety considerations into operational planning.
• Support the translation of strategic guidance into concrete actions at health‑zone and health‑area levels.
• Facilitate strong coordination with national authorities, partners and community leaders.

Required profile

• Advanced university degree in public health, epidemiology, medicine or a related field.
• Minimum 5 years of professional experience in emergency health response, preferably in Ebola or other infectious disease outbreaks.
• Demonstrated ability to work in insecure, resource‑limited settings and to adapt quickly to evolving contexts.
• Strong analytical and reporting skills, with experience in monitoring and evaluation.

Required skills

• Technical expertise in disease surveillance, infection prevention and control.
• Knowledge of vaccination strategies and community engagement in emergency settings.
• Familiarity with information management systems used in humanitarian health programmes.
