People and Culture Manager (P-4) – 6‑month TA

About the role

UNICEF is seeking a senior People and Culture Manager (P‑4) on a six‑month temporary assignment to lead the human‑resources agenda for the Ebola response in the Democratic Republic of the Congo. Reporting to the Chief People and Culture and working closely with the Emergency Coordinator, you will design and implement the workforce strategy, ensure rapid and compliant staffing, and protect the wellbeing of all deployed personnel.

Key responsibilities

• Emergency workforce planning and strategic HR leadership for the response.
• Surge management, rapid recruitment, and non‑staff engagement.
• Onboarding, induction, and integration of new team members.
• Business partnering with the Emergency Management Team, performance management and HR troubleshooting.
• Staff wellbeing, duty of care, and employee experience oversight.
• Learning, mandatory training coordination and deployment readiness.
• HR analytics, reporting and decision‑support for leadership.
• Coordination with Regional Office, Headquarters, surge mechanisms and GSSC.
• Compliance, risk management and internal control.
• Management and supervision of the dedicated response P&C team.

Required profile

• Extensive experience leading HR functions in emergency or humanitarian contexts.
• Proven ability to design and execute workforce strategies under tight timelines.
• Strong knowledge of recruitment, onboarding, staff wellbeing and duty‑of‑care practices.
• Experience in HR analytics, reporting and compliance management.
• Excellent coordination skills with multiple UN and partner entities.
• Ability to supervise and develop a small HR team.
