People and Culture Officer (6‑month contract)

About the role

UNICEF is seeking a People and Culture Officer to support its emergency response in the Democratic Republic of the Congo. The position is based in Kinshasa and will run for six months, providing essential HR services to ensure an effective, child‑focused response.

Key responsibilities

• Accelerate recruitment and engage non‑staff personnel for the response.
• Manage deployments, personnel movements and onboarding processes.
• Provide first‑line advisory support to managers and staff on HR matters.
• Oversee wellbeing, duty of care and learning initiatives for the team.
• Maintain HR data, produce reports and ensure compliance with national staff rules.

Required profile

• University degree (Bachelor’s or equivalent) in Human Resource Management, Business Management, Administration, International Relations, Psychology, Law, Social Sciences or a related field.
• Relevant work experience in human resources, preferably in humanitarian or multi‑sectoral settings.
