Programme Management Officer (P4) – UN Mission in DRC

About the role

The Programme Management Officer (P4) will support the Deputy Special Representative of the Secretary‑General for Protection and Operations (DSRSG‑PO) in Goma, DRC. Reporting to the Chief of Office, the incumbent will lead the Mission’s Programme Management Unit, ensuring effective planning, monitoring, and reporting of all programmes.

Key responsibilities

• Manage and oversee the Mission’s Programme Management Unit under the guidance of the Chief of Office.
• Provide regular strategic overviews of the programme portfolio and analyse inter‑dependencies.
• Track and report progress against programme plans, recommending corrective actions.
• Maintain the repository of programme and project documentation, ensuring version control and an indexed electronic library.
• Oversee implementation of the Grantor Management module and serve as Certifying Officer for the Umoja module.
• Assist in establishing consistent management practices across programmes, including standards, procedures, and compliance monitoring.
• Support programme owners and Heads of Office with formulation, approval, budgeting, risk, issue and change control, and consultancy‑like assistance to field teams.
