Project Director - DRC Digital Health Worker Registration System

About the role

Global Communities is seeking a senior Project Director to lead the implementation of a government‑owned digital health worker registration system (iHRIS) in the Democratic Republic of the Congo. Based in Kinshasa, the role will oversee a 36‑month, full‑time project that aims to improve health workforce planning, management, equity and payment integrity across two provinces, with the goal of scaling nationwide.

Key responsibilities

• Provide overall strategic leadership, day‑to‑day direction and operational oversight for the iHRIS implementation.
• Lead co‑design and co‑creation workshops with the Ministry of Public Health, ANICNS and other stakeholders to define system requirements, governance structures and a roadmap aligned with national strategies.
• Manage the in‑country team of senior staff and consultants, ensuring quality, timeliness and efficiency of all deliverables.
• Oversee financial management, reporting and compliance with donor requirements.
• Navigate a complex multi‑stakeholder political environment, building consensus among ministries, donors and provincial authorities.
• Ensure interoperability of iHRIS with the national health worker payment system and institutionalize the solution within the Ministry.

Required profile

• Extensive experience in health systems strengthening and digital health projects in the DRC or similar contexts.
• Proven ability to lead large, multi‑disciplinary teams and manage multi‑million‑dollar budgets.
• Strong political acumen and experience working with government ministries and donors.
• Excellent communication and stakeholder‑engagement skills.

Required skills

• Implementation and scaling of open‑source Human Resource Information Systems (iHRIS).
• Project management methodologies (e.g., PMP, PRINCE2).
