Finance and Operations Manager

About the role

The Finance & Operations Manager is a key position within the Operation Smile DRC team, responsible for overseeing the organization’s financial resources and ensuring compliance with regulatory and ethical standards in the Democratic Republic of Congo. The role supports the DRC management team by providing financial insights and advice to enable optimal program decisions.

Key responsibilities

• Prepare financial statements, reports and project/program forecasts in line with the annual financial plan.
• Manage day‑to‑day financial transactions, record them within the monthly financial cycle and ensure compliance with OSI processes and policies.
• Provide financial reports and interpret information for managerial staff, recommending actions as needed.
• Maintain financial records in accordance with applicable standards and regulations, and advise on investment strategies.
• Lead the budgeting cycle, develop audit and internal control plans, and oversee the finance department’s goals and objectives.
• Develop, implement and revise the DRC finance, procurement and operations manual.
• Negotiate and manage blanket purchase agreements, oversee micro‑purchases and ensure large procurements achieve best value and documented risk management.
• Design and execute an annual procurement plan that aligns with the financial management system.
• Develop and manage the DRC operations plan, including office access, IT support, inventory control, security and safety procedures, and insurance coverage.
• Ensure adherence to the risk‑management plan, conduct cost‑reduction reviews and support compliance with all policies and procedures.
