Programme Specialist (Education) – Kinshasa

About the role

The Programme Specialist (Education) will support UNESCO’s national education programmes in Kinshasa, focusing on Sustainable Development Goal 4, Education for Sustainable Development, teacher education and TVET. Reporting to the Assistant Director‑General for Education and the Head of the UNESCO Office, the incumbent will contribute to the design, coordination and implementation of strategic initiatives.

Key responsibilities

• Develop, support and monitor programmes aligned with SDG4, SDG8, UNDAF and the UNESCO Country Strategy.
• Coordinate the Office’s Education for Sustainable Development (ESD) programme, including Global Citizen Education, inclusion and girls’ education.
• Provide policy advice and methodological tools to Ministries of Education and other stakeholders, especially on resource projections and information management.
• Design and implement research, technical assistance and capacity‑development projects, and prepare related funding proposals.
• Build and maintain a knowledge base, promote UNESCO programmes, and mobilise partnerships with UNESCO institutes and national, regional and international partners.
• Lead resource mobilisation efforts, preparing project proposals and cooperation frameworks with government and donor agencies.

Required profile

• Advanced university degree in education, development studies or a related field.
• Significant experience in programme design, policy advice and technical assistance in the education sector.
• Proven ability to work with ministries, donors and international partners on multi‑sectoral development challenges.
• Strong analytical and reporting skills, with experience in monitoring and evaluation.

Required skills

• In‑depth knowledge of Education for Sustainable Development, teacher education and TVET.
• Experience in resource mobilisation, partnership building and knowledge management.
