About the role

UNICEF is seeking an international consultant to lead the rewrite of the Democratic Republic of Congo’s National Evaluation Policy for the 2027‑2037 period. The consultant will work remotely, collaborating with UNICEF and government stakeholders to produce a comprehensive, actionable policy document.

Key responsibilities

• Conduct a thorough analysis of the existing provisional policy and related secondary data.
• Develop a restructuring plan that aligns with international quality standards.
• Draft a full-length policy document and an executive summary in both French and English.
• Design a communication strategy to promote the new policy.
• Create an implementation action plan with a detailed timeline.

Required profile

• Proven experience in policy development, especially in public sector evaluation.
• Familiarity with the DRC context and its public administration processes.
• Strong analytical and writing skills in French and English.
• Ability to work independently and deliver high‑quality outputs within a three‑month timeframe.
