Emergency Specialist (P-3) – UNICEF Rapid Response

About the role

The Emergency Specialist (P-3) will support UNICEF’s Rapid Response (UniRR) program in Goma, DRC. Working under the Emergency Manager, the role focuses on planning, implementing, monitoring and evaluating emergency interventions to protect children, mothers and affected communities.

Key responsibilities

• Coordinate the preparation and implementation of the UniRR program.
• Develop, plan, monitor and evaluate emergency interventions.
• Provide policy and program planning support to the Government of DRC.
• Oversee the internal UNICEF UniRR task‑force activities.
• Ensure delivery of the program in a coordinated, cost‑efficient and appropriate manner.

Required profile

• Master’s degree or equivalent in Public Health, International Law, Nutrition, WASH, International Relations, Humanitarian Action, Management or related fields.
• Minimum five years of progressive professional experience in planning, implementing and monitoring emergency programmes in developing countries.
• At least two years of experience at the international level in complex emergencies, including one year at field level.
• Proven experience in implementing rapid‑response emergency programmes.
