Emergency Specialist (P-3) – UNICEF Rapid Response (UniRR)

About the role

Under the supervision of the Emergency Manager (P-4) in Goma, you will lead the planning, implementation and evaluation of UNICEF's Rapid Response (UniRR) programme. The position ensures that emergency interventions are delivered efficiently, cost‑effectively and in coordination with the Government of DRC and internal UNICEF teams.

Key responsibilities

• Coordinate the preparation and rollout of UniRR activities in emergency contexts.
• Develop, monitor and evaluate emergency interventions to safeguard children, mothers and affected communities.
• Provide policy and programme planning support to the Government of DRC and oversee the internal UniRR task force.
• Ensure strategic response, external and internal coordination, and alignment with global emergency preparedness efforts.

Required profile

• Master’s degree or equivalent in Public Health, International Law, Nutrition, WASH, International Relations, Humanitarian Action, Management or related fields.
• Minimum five years of progressive experience in planning, implementing and monitoring emergency programmes in developing countries.
• At least two years of international-level experience in complex emergencies, including one year at field level.
• Proven experience (minimum two years) in implementing rapid‑response programmes and managing supply and budget processes.
