Humanitarian Affairs Officer (Pooled Fund Manager) – P3 (Temporary)

About the role

The Humanitarian Affairs Officer (Pooled Fund Manager) supports the Humanitarian Coordinator in managing the Central Humanitarian Fund (CHF) for the Democratic Republic of the Congo. Based in Goma, the role ensures that humanitarian funding is allocated efficiently, aligns with priority needs, and complies with UN financial rules.

Key responsibilities

• Assist the Humanitarian Coordinator in overall CHF management and advise on priority humanitarian needs.
• Oversee fund administration, coordinate allocation processes, and supervise fund‑related support staff.
• Liaise with NGOs, UN partners, clusters and OCHA field offices to monitor project progress and ensure proper use of funds.
• Conduct field visits to promote fund knowledge, support recipient organizations, and assess compliance.
• Provide risk mitigation advice and ensure financial compliance throughout the project life‑cycle.
• Coordinate information exchange with humanitarian donors to promote complementary use of resources.
• Ensure timely monitoring, reporting and evaluation of fund activities.

Required profile

• Proven experience in humanitarian fund management or similar financial coordination roles.
• Strong understanding of UN humanitarian coordination mechanisms and financial regulations.
• Ability to supervise staff and work effectively with diverse stakeholders in a conflict‑affected environment.
• Excellent analytical and reporting skills, with a focus on accountability and results.
