Movement Control Assistant

About the role

The Movement Control Assistant supports the United Nations Stabilization Mission in the Democratic Republic of the Congo by managing the planning, scheduling and execution of passenger and cargo movements. Working under the direction of the Chief, Movement Control Officer, the role is based in either Kinshasa or Goma and involves close coordination with military, police, UN units and external transport providers.

Key responsibilities

• Receive and process passenger and cargo movement requests, including dangerous goods, using MOP and CMR forms.
• Assist in planning efficient, cost‑effective transport modes for troops, police and mission staff.
• Coordinate special flight requests and combine requirements to optimise air‑asset utilisation.
• Liaise with aviation, transport services and third‑party providers to arrange movements.
• Interact with UN sections, NGOs and governmental agencies on immigration and customs matters.
• Analyse projected passenger and cargo flows to estimate resource needs.
• Contribute to budget proposals, operational plans, performance reports and audit responses.
• Monitor third‑party transportation contracts and evaluate vendor performance.
• Record statistical data on all movements and supervise cargo warehouse activities, including handling of excess luggage and dangerous goods.
• Supervise a team of movement‑control assistants, passenger clerks and cargo handlers.

Required profile

• Authorized to act within delegated authority and report to the Chief, Movement Control Officer.
• Willing to work on‑site in Kinshasa or Goma.
• Ability to coordinate with multiple UN units, external agencies and transport providers.
