People and Culture Manager – 6‑month temporary role

About the role

UNICEF is seeking a People and Culture Manager to lead the full people agenda for the Level 3 Ebola response in the Democratic Republic of Congo. Working under the Chief People and Culture and in close coordination with the Emergency Coordinator, you will design and drive the workforce strategy, ensure rapid and compliant staffing, and safeguard the wellbeing of all deployed personnel.

Key responsibilities

• Emergency workforce planning and strategic HR leadership for the Ebola response.
• Surge management, emergency deployments and accelerated recruitment of staff and non‑staff.
• Onboarding, induction, integration and mandatory training of deployed teams.
• Business partnering with the Emergency Management Team, performance monitoring and HR troubleshooting.
• Staff wellbeing, duty of care and employee experience throughout the response.
• HR analytics, reporting and decision‑support for senior management.
• Coordination with Regional Office, Headquarters, surge mechanisms and the Global Support Services Centre.
• Compliance, risk management and internal control of all HR processes.

Required profile

• Proven experience leading HR functions in emergency or humanitarian settings.
• Ability to design and implement rapid staffing strategies.
• Strong coordination skills with multi‑level partners (regional, HQ, surge mechanisms).
• Commitment to staff wellbeing, duty of care and ethical HR practice.
