Human Resources Officer – Ebola Operations

About the role

The Human Resources Officer will serve as the operational HR focal point for the Ebola response in Bunia and surrounding areas. Reporting to the Operations Manager and the HR Coordinator in Kinshasa, the officer will ensure that staffing needs are met quickly and compliantly to support life‑saving humanitarian actions.

Key responsibilities

• Coordinate recruitment, mobilisation and onboarding of staff for Ebola operations.
• Develop and maintain operational workforce plans aligned with response priorities.
• Administer the full employment lifecycle, including contracts, payroll inputs and exit processes.
• Provide employee‑relations support and ensure duty‑of‑care standards are upheld.
• Maintain accurate HR data, monitor compliance with IFRC policies and local regulations.
• Collaborate with the Cluster HR team in Kinshasa for technical guidance, approvals and harmonisation of processes.

Required profile

• Relevant experience in humanitarian or emergency‑response HR environments.
• Strong understanding of recruitment, workforce planning and employee‑relations in challenging contexts.
• Ability to work under pressure, prioritize multiple tasks and meet tight deadlines.
• Excellent communication skills in English; knowledge of French is an asset.
