People and Culture Manager – Temporary (6 months)

About the role

UNICEF is seeking a People and Culture Manager to lead the human‑resources agenda for its Ebola response in the Democratic Republic of Congo. This six‑month temporary appointment will support rapid staffing, staff wellbeing, and compliance across the emergency operation.

Key responsibilities

• Develop and implement the workforce strategy for the L3 Ebola response.
• Manage surge recruitment, emergency deployments, and non‑staff engagement.
• Oversee onboarding, induction, and integration of new personnel.
• Provide strategic HR business partnering to the Emergency Management Team.
• Ensure staff wellbeing, duty of care, and a positive employee experience.
• Deliver HR analytics, reporting, and decision‑support tools.
• Coordinate with regional offices, headquarters, surge mechanisms and the Global Support Services Centre.
• Maintain compliance, risk management and internal controls.

Required profile

• Proven experience in senior HR leadership, preferably in humanitarian or emergency contexts.
• Ability to design and execute workforce plans under tight timelines.
• Strong stakeholder management and business‑partnering skills.
• Commitment to staff safety, wellbeing and duty of care.
• Experience coordinating with multi‑level UN structures.
