Regional Program Manager – Technical (USAID DRC)

About the role

The Regional Program Manager – Technical (RPM) will lead USAID’s peacebuilding and biodiversity conservation activity in the Mbomou‑Uele region of the Democratic Republic of Congo. Reporting to the Chief of Party, the RPM will ensure that program operations, administration, and technical activities are aligned with USAID objectives and local context.

Key responsibilities

• Serve as the senior program representative in the DRC, coordinating between the Kinshasa office and the Isiro field office.
• Provide overall oversight of DRC‑based staff, including operations, HR, logistics, procurement, budgeting, financial accounting, IT, and translation functions.
• Manage grants and sub‑contracts in compliance with MSI and USAID policies.
• Oversee program administration, ensuring timely reporting, financial management, and procurement processes.
• Support the Chief of Party and technical leads to adapt activities to evolving security, political, and environmental conditions.

Required profile

• Significant experience managing large, multi‑disciplinary development programs in conflict‑affected settings.
• Demonstrated ability to lead diverse teams and coordinate across multiple offices.
• Strong understanding of USAID regulations, procurement rules, and financial management standards.
• Fluency in French and English; knowledge of local languages is a plus.
