Senior Adviser WASH (IPC) – 6‑month TA

About the role

UNICEF is seeking a Senior Adviser to lead the Water, Sanitation and Hygiene (WASH) and Infection Prevention and Control (IPC) response to the Ebola outbreak in the Democratic Republic of Congo. The role will provide strategic direction, technical guidance and coordination across government and humanitarian partners for a six‑month technical assistance assignment.

Key responsibilities

• Lead strategic planning and policy dialogue for WASH/IPC interventions in all affected provinces.
• Ensure alignment of UNICEF WASH/IPC priorities with the Ebola Incident Management structure.
• Provide technical oversight and evidence‑based prioritisation of interventions, integrating them with case management, safe burials, risk communication, logistics and supply chains.
• Coordinate inter‑agency WASH/IPC activities and support government‑led planning at national, provincial and health‑zone levels.
• Mobilise resources and monitor implementation to achieve measurable impact.

Required profile

• Extensive experience in humanitarian WASH and IPC programmes, preferably in epidemic contexts.
• Proven senior leadership and convening capacity in complex, insecure environments.
• Strong understanding of epidemiological evidence and operational coordination.
• Ability to work closely with government authorities, UN agencies and NGOs.
