Social Policy Specialist – Fixed Term (Kinshasa)

About the role

UNICEF is seeking a Social Policy Specialist to support the design, implementation and evaluation of social policy programmes in the Democratic Republic of Congo. Working under the guidance of a supervisor, you will contribute to improving public policies that reduce child poverty, expand social protection, and enhance the equity and efficiency of child‑focused public investments.

Key responsibilities

• Provide technical assistance for the development and monitoring of social policy initiatives.
• Analyse public policies and social protection coverage to identify gaps affecting children.
• Support advocacy efforts aimed at increasing transparency, equity and accountability in child‑focused public spending.
• Collaborate with government agencies, civil society and UNICEF teams to ensure effective programme delivery.
• Contribute to the preparation of reports, policy briefs and evaluation studies.

Required profile

• Advanced university degree in public policy, social protection, economics, or a related field.
• Relevant experience in policy analysis, monitoring and evaluation, or social protection programmes.
• Strong understanding of child‑rights frameworks and equity‑focused development.
• Excellent written and verbal communication skills in English; French is an asset.
