Technical Manager – Monitoring, Evaluation, Research & Learning (MERL)

About the role

IMA World Health is seeking a Technical Manager to lead Monitoring, Evaluation, Research and Learning (MERL) for a 40‑month EU‑funded project aimed at preventing gender‑based violence and improving access to integrated sexual and reproductive health services in the Democratic Republic of Congo.

Key responsibilities

• Design and implement a logical framework to track project performance and results.
• Lead analysis, interpretation and reporting of routine project data.
• Document and share lessons learned, best practices and other deliverables.
• Participate actively in project coordination mechanisms.
• Provide technical inputs into workplans, budgets, guidelines and other project documents.
• Manage technical direction across multiple project locations with minimal supervision.

Required profile

• Strong theoretical and practical understanding of MERL frameworks and methodologies.
• Experience with performance monitoring, evaluation design and implementation.
• Proficiency in spatial/GIS data analysis and digital data collection platforms.
• Familiarity with EU MERL reporting requirements.
• Ability to work independently and guide technical teams across sites.
