Area Manager

About the role

The Norwegian Refugee Council (NRC) is seeking two experienced Area Managers to lead its humanitarian operations across designated regions in the Democratic Republic of Congo. Reporting directly to the Country Director, the Area Manager will ensure high‑quality, cost‑effective programme implementation and uphold NRC’s core values of dedication, innovation, inclusivity and accountability.

Key responsibilities

• Provide line management for senior project staff, support functions and Field Office Coordinators within the area.
• Participate as a member of the Country Management Group, contributing to strategy and planning.
• Ensure compliance with NRC policies, donor contracts and operational procedures.
• Organise grant opening and closure meetings, and coordinate budget and donor reporting.
• Assess needs, develop emergency response plans and oversee their implementation.
• Promote optimal use of resources, security, safety and capacity‑building for staff.
• Represent NRC with local authorities, partners and stakeholders, advocating for the rights of IDPs and returnees.

Required profile

• Proven experience managing multi‑sectoral humanitarian programmes in complex environments.
• Strong leadership and people‑management skills, with experience supervising senior staff.
• Deep understanding of displacement dynamics, IDP/returnee rights and advocacy.
• Ability to work collaboratively with government, donors and local partners.
