Chief of Party - DRC Malaria Activity

About the role

The Chief of Party (COP) will lead the implementation of the Abt Global Central Mechanism in the Democratic Republic of Congo, overseeing malaria vector control and HIV/AIDS service delivery. Reporting to the U.S.-based Project Management Director, the COP serves as the primary liaison with the Ministry of Health, National Malaria Program, U.S. Embassy and other key stakeholders.

Key responsibilities

• Represent Abt Global and the project to the Ministry of Health, National Malaria Program, U.S. Embassy and other partners.
• Exercise full authority for activity decisions as delegated by the Project Management Director.
• Develop and execute a results‑oriented program strategy in coordination with government and donor partners.
• Lead day‑to‑day execution of the firm‑fixed award, ensuring all contractual milestones, acceptance criteria and payment triggers are met on schedule.
• Maintain compliance with the statement of work and contract requirements while managing competing priorities.
• Conduct regular milestone‑progress reviews with the country team and promptly escalate any risks or scope changes.
• Control project scope through disciplined management and formal authorizations.

Required profile

• Ability to act as the primary liaison with Ministry of Health, National Malaria Program, U.S. Embassy and other stakeholders.
• Authority to make activity decisions as delegated by the U.S.-based Project Management Director.
• Experience managing large‑scale health programs in low‑resource settings.

Required skills

• Insecticide‑treated net (ITN) distribution.
• Indoor residual spraying (IRS) implementation.
• Spatial emanators deployment.
• HIV prevention, testing and treatment service delivery.
• HMIS/DHIS2 data collection and management.
• Entomological and insecticide‑resistance surveillance, including monitoring for Anopheles stephensi.
