Commodity Manager – USAID Resilience Food Security Activity

About the role

Save the Children is looking for a Commodity Manager to lead the logistical management of Title II commodities for a five‑year USAID‑funded Resilience Food Security Activity in the Democratic Republic of the Congo. The role ensures that food and nutrition commodities are tracked, stored, transported and distributed in compliance with USAID regulations and industry standards.

Key responsibilities

• Analyze commodity pipelines, develop annual call‑forward plans and maintain optimal inventory levels.
• Ensure all commodity operations adhere to USAID regulations and Generally Accepted Commodity Accounting Principles (GACAP).
• Coordinate shipping, port clearance and internal transport with USAID, SCUS, ministries, marine surveyors and shipping agents.
• Supervise the commodity management team and oversee receipt of food deliveries.
• Develop and maintain tools for commodity tracking, monitoring and risk management.
• Manage central and secondary warehouses, ensuring they meet USAID and industry storage guidelines, including inspections and fumigation.
• Facilitate coordination across the consortium, focusing on risk management through trainings and regular reviews.
• Oversee the full supply‑chain accounting process from receipt to distribution.
• Provide training and capacity‑building for commodity managers and ensure audit responsibilities are embedded in job descriptions.
• Report on all commodity pipeline stages and support MEAL in developing monitoring frameworks.

Required profile

• Proven experience in commodity management, logistics or supply‑chain operations, preferably in humanitarian or development contexts.
• Strong knowledge of USAID regulations, GACAP and standard commodity accounting practices.
• Demonstrated ability to supervise warehouse and transport teams and to coordinate with multiple stakeholders.
• Experience designing and implementing risk‑management and anti‑fraud controls.
• Excellent analytical and reporting skills to track commodity flows and produce accurate reports.
