Deputy Director of Finance, Ebola Response

About the role

The International Rescue Committee is seeking a senior finance leader to support its rapid Ebola emergency response in Bunia, DRC. Reporting to the Ebola Response Director and the global Director of Emergency Finance, the Deputy Director of Finance will ensure robust financial systems and compliance while enabling strategic decision‑making.

Key responsibilities

• Provide financial analysis and strategic information to the Emergency Response Team senior management.
• Ensure all in‑country financial practices comply with IRC, donor, and local regulations.
• Oversee monthly balance‑sheet reconciliations, donor reporting, and audit facilitation.
• Manage treasury functions, including bank relations, fee negotiations, and cash management.
• Lead the finance department, recruit qualified staff, conduct performance reviews, and deliver training.
• Develop and maintain internal control policies, protect assets, and coordinate external audits.

Required profile

• Extensive experience in senior financial management within large NGOs or humanitarian settings.
• Strong knowledge of donor compliance, grant budgeting, and local tax/legal requirements.
• Proven ability to lead finance teams, develop procedures, and support strategic planning.
