Head of Systems & Operations (DR Congo)

About the role

The Head of Systems & Operations (HoSO) is a senior member of the Country Management Team for People in Need’s DRC mission. The role ensures the effective, efficient, and accountable management of the entire Country Programme by leading the core support functions – Procurement & Logistics, Finance, Human Resources, and Administration.

Key responsibilities

• Provide strategic leadership for all support functions and drive continuous improvement.
• Oversee quality, risk, and compliance management across the programme.
• Lead human‑resources management, staff capacity development and performance processes.
• Manage finance planning, budgeting, reporting and donor compliance.
• Direct procurement and logistics operations, ensuring timely delivery of goods and services.
• Ensure adherence to internal policies and external donor requirements.

Required profile

• Fluent spoken and written English; working knowledge of French.
• Significant experience managing systems, especially logistics, within an international or humanitarian context.
• Background in finance, operations or a combination of both.
• Proven experience leading and developing multidisciplinary teams.
• Strong analytical, systematic approach and ability to handle complex compliance agendas.
• Independent, proactive, flexible and able to work across diverse cultural settings.
