Health Safety and Security Manager

About the role

The Health, Safety and Security (HSS) Manager will lead the development and management of NRC's health, safety and security risk system for its operations in the Democratic Republic of Congo. Reporting to the Country Director, the role mentors national staff, ensures adherence to NRC standards, and supports durable programming across the country.

Key responsibilities

• Develop and manage the national Health, Safety and Security risk system.
• Conduct Security Risk Analyses (SRA) in line with Minimum Operational Safety Standards (MOSS) and follow up on mitigation measures.
• Participate actively in the Country Management Group and Crisis Management Team.
• Oversee health, safety and security staff, providing training, supervision and performance management.
• Prepare required reports and communicate with external actors, providing contextual analysis.
• Deliver security and first‑aid trainings and briefings to staff.
• Coordinate budgeting, proposal development and strategy alignment with donor requirements.
• Undertake regular field missions to assess risks and advise Area Managers on mitigation.

Required profile

• Minimum three years of experience as a senior Security Advisor in a humanitarian or recovery context.
• Experience working in complex and volatile environments, preferably in Central Africa or eastern Congo.
• Demonstrated ability to work and live under difficult circumstances.
• Proven results in managing health, safety and security responsibilities.
• Capacity to synthesize and communicate complex concepts clearly.

Required skills

• Conduct Security Risk Analysis (SRA) following MOSS guidelines.
• Deliver security and first‑aid training sessions.
