Human Resources Manager (Goma, DR Congo)

About the role

Medair is seeking a Human Resources Manager to lead HR activities for its emergency health programmes in Goma, North Kivu, Eastern DR Congo. The role focuses on nationally recruited staff while also supporting internationally recruited personnel, ensuring compliance with Medair policies and Congolese labour law.

Key responsibilities

• Manage day‑to‑day HR operations for nationally recruited staff, including recruitment, onboarding, training coordination and staff well‑being.
• Develop, update and review national staff policies, handbooks and procedural manuals to align with local legislation.
• Act as gatekeeper for personnel management matrices, guiding line managers on disciplinary and grievance processes.
• Liaise with NGOs, local service providers and field management to ensure salaries and benefits comply with local labour regulations and budget constraints.
• Participate in proposal budgeting, monitor personnel budgets with the finance manager and maintain accurate staff matrices.
• Support internationally recruited staff by coordinating visas, work permits, inductions, debriefings and related HR processes.
• Facilitate communication between Medair and staff representatives, organising regular meetings and union elections.

Required profile

• Proven experience managing HR functions in humanitarian or NGO settings, preferably in the Great Lakes region.
• Strong knowledge of Congolese labour law and local HR best practices.
• Ability to develop and implement HR policies, procedures and staff handbooks.
• Excellent coordination skills to work with line managers, finance, and external partners.
• Fluency in English; French is an advantage.
