Institutional Capacity Building Specialist

About the role

The Institutional Capacity Building Specialist will support USAID’s Promoting Rule of Law Activity (PROLA) in the Democratic Republic of Congo. Working under the Judicial Reform Lead, the specialist will help strengthen national judicial institutions and improve transparency, accountability, and efficiency within the justice sector.

Key responsibilities

• Support the design and implementation of the justice sector institutional capacity‑building component.
• Map and assess bureaucratic systems to identify vulnerabilities and opportunities for streamlining.
• Provide technical advice to improve processes, procedures, and policies of justice institutions.
• Strengthen human‑resource systems, including career development, advancement, and continuing education for security and justice staff.
• Serve as rapporteur for working groups and contribute to workshop reports.
• Draft presentations for external audiences and assist with knowledge‑sharing activities.

Required profile

• Congolese (DRC) citizenship – only DRC nationals are eligible.
• Experience in institutional development or capacity building within the justice or public‑sector context.
• Strong analytical skills to assess systems and propose improvements.
• Ability to work collaboratively with a multidisciplinary team and external partners.
• Excellent written communication for reporting and presentation preparation.
