Institutional Capacity Building Specialist

About the role

The Institutional Capacity Building Specialist will support the USAID‑funded Promoting Rule of Law Activity (PROLA) in the Democratic Republic of Congo. Reporting to the Judicial Reform Lead, the specialist will work with the Working Committee and other experts to strengthen national judicial institutions.

Key responsibilities

• Support the design and implementation of the justice sector institutional capacity‑building component.
• Map and assess bureaucratic systems to identify vulnerabilities and opportunities for streamlining.
• Provide technical advice to improve processes, procedures and policies for greater efficiency and transparency.
• Strengthen human‑resource systems, including career development, advancement and continuing education for justice‑sector staff.
• Act as rapporteur for working groups and contribute to workshop reports.
• Draft presentations for external audiences.

Required profile

• Congolese (DRC) citizen.
• Experience in institutional development or capacity building within the justice sector.
• Ability to work collaboratively with multidisciplinary teams and government stakeholders.
• Strong analytical and reporting skills.
