People and Culture Manager – Emergency Response (6‑month contract)

About the role

Under the guidance of the Chief People and Culture and in coordination with the Emergency Coordinator for the Ebola response, you will lead the full people agenda for the Level‑3 emergency in Kinshasa. The role is responsible for designing and implementing the workforce strategy, ensuring rapid and compliant staffing, and safeguarding the wellbeing of all deployed personnel.

Key responsibilities

• Lead emergency workforce planning, surge management and rapid recruitment.
• Oversee onboarding, induction and integration of staff and non‑staff personnel.
• Provide strategic HR business partnering to the Emergency Management Team, including performance management and HR troubleshooting.
• Ensure staff wellbeing, duty of care and compliance with UN/UNICEF regulations.
• Produce HR analytics, reporting and decision‑support for senior management.
• Coordinate with Regional Office, Headquarters, surge mechanisms and the Global Support Services Centre.
• Manage and supervise the dedicated response People & Culture team.

Required profile

• Advanced university degree (Master’s) in HR Management or related field.
• Minimum eight years of progressive HR experience, including at least three years in an international organization.
• Demonstrated experience in humanitarian or emergency operations, surge deployment and accelerated recruitment.
• Fluency in both French and English.
