Programme Officer

About the role

Christian Blind Mission (CBM) is seeking a Programme Officer to join its Kinshasa office. Working under the Programme Manager, you will support the planning, implementation and monitoring of Community Based Inclusive Development (CBID) projects across the Democratic Republic of Congo.

Key responsibilities

• Conduct partner institutional and technical capacity assessments and support partners to meet CBM requirements.
• Develop project proposals from idea to approval, including PPA, design, activity schedule, risk matrix, logframe, budget and M&E plan.
• Manage contracts and memoranda of understanding, ensuring all documentation is uploaded and approved in CBM systems.
• Provide technical assistance to partners for project implementation, staff recruitment, orientation and liaison with local authorities.
• Oversee financing and budget tracking, ensure partners have bank accounts and vendor numbers, and coordinate fund transfers with the Finance Manager.
• Monitor financial reporting, import data into the system and ensure compliance with CBM financial standards.
• Track project quality against objectives, targets and indicators, and report progress regularly.

Required profile

• Experience in project development and partner assessment within an international development or NGO context.
• Strong understanding of budgeting, financial reporting and compliance procedures.
• Ability to work collaboratively with partners, local authorities and internal teams.
• Excellent communication skills in English; French is an advantage.
