Programme & Planning Specialist – Ebola Response (6‑month contract)

About the role

The Programme & Planning Specialist will lead the planning, monitoring, analysis and reporting functions for UNICEF's Ebola response in Bunia, DRC. This six‑month temporary appointment supports the coordination of emergency activities, ensuring data‑driven decisions for vulnerable children and communities.

Key responsibilities

• Develop and maintain an emergency monitoring system, indicator matrix and dashboard for the Ebola response.
• Coordinate inter‑sectoral planning, track programme performance and produce analytical products for decision‑making.
• Strengthen data quality and support accountability mechanisms such as HACT, PSEA, field monitoring, third‑party monitoring and partner performance reviews.
• Provide hands‑on support to programme sections, field teams and partners in a fast‑paced emergency environment.
• Ensure timely reporting, effective coordination and evidence‑based response management.

Required profile

• Experience in programme planning, monitoring and evaluation within humanitarian or health emergencies.
• Strong analytical abilities and familiarity with emergency response frameworks.
• Ability to work collaboratively with government authorities, NGOs and UNICEF field staff.
• Knowledge of UNICEF’s accountability and protection standards.
