Programme & Planning Specialist – Ebola Response (6‑month TA)

About the role

The Programme & Planning Specialist will lead the planning, monitoring and reporting functions for UNICEF's Ebola response in Bunia, DRC. Working in a fast‑paced emergency environment, you will ensure that programme performance is tracked, data quality is maintained and evidence‑based decisions are supported.

Key responsibilities

• Develop and maintain an emergency monitoring framework, indicator matrix, data flow and dashboard for the Ebola response.
• Coordinate inter‑sectoral planning and track programme performance across health zones.
• Produce analytical products and reports to inform decision‑making and accountability mechanisms (HACT, PSEA, field monitoring, third‑party monitoring).
• Provide hands‑on support to programme sections, field teams and partners, ensuring timely reporting and effective coordination.
• Strengthen data quality processes and contribute to partner performance reviews.

Required profile

• Relevant university degree in public health, international development, or a related field.
• Experience in programme management, monitoring and evaluation within humanitarian or health emergencies.
• Demonstrated ability to work in insecure, multi‑cultural settings and adapt quickly to changing contexts.
