Programme & Planning Specialist (Temporary, 6 months)

About the role

The Programme & Planning Specialist will lead the planning, monitoring, analysis and reporting functions for UNICEF's Ebola response in Bunia. Working in a fast‑paced emergency environment, the specialist ensures that programme activities are evidence‑based, coordinated and aligned with UNICEF's accountability standards.

Key responsibilities

• Design, implement and maintain an emergency monitoring system for the Ebola response.
• Support inter‑sectoral planning, track programme performance and produce analytical products for decision‑making.
• Strengthen data quality and contribute to accountability mechanisms such as HACT, PSEA, field monitoring, third‑party monitoring and partner performance reviews.
• Provide hands‑on support to programme sections, field teams and partners, ensuring timely reporting and effective coordination.
• Collaborate with national authorities and other stakeholders to adapt response strategies to evolving context.

Required profile

• Proven experience in programme planning, monitoring and evaluation within humanitarian or health emergencies.
• Strong analytical abilities and familiarity with UNICEF accountability frameworks (HACT, PSEA).
• Ability to work under pressure, adapt quickly and coordinate multiple partners.
• Fluency in English; knowledge of local languages or the DRC context is an advantage.
