Programme Policy Officer – Head of Programme, Bukavu

About the role

The World Food Programme (WFP) is recruiting an internationally recruited Programme Policy Officer (Head of Programme) for its Bukavu Field Office in the Democratic Republic of Congo. The post reports directly to the Bukavu Head of Field Office and leads the programme team and portfolio, ensuring the implementation of programme strategies and the effective delivery of food assistance in South Kivu. The contract is an 11-month International Consultant Level II position.

Key responsibilities

• Lead and manage the programme team and portfolio in the Bukavu Field Office.
• Act as the point of contact for all programme-related activities with the Country Office.
• Translate WFP-wide programme policies into practical field-level actions.
• Build and maintain relationships with UN agencies, cooperating partners and government counterparts to support the WFP mandate in South Kivu.
• Support the delivery of food assistance, including in-kind food and cash-based transfers, to about 300,000 vulnerable people each month.

Context

• The Bukavu Field Office covers Kalehe, Kabare, Walungu, Mwenga and Shabunda in South Kivu.
• WFP DRC's Country Strategic Plan 2021-2025 focuses on unconditional food transfers, nutrition prevention and treatment, school feeding, stunting prevention, and support for smallholder farmers and livelihoods.
• The security situation in South Kivu has worsened, with the M23 movement and other armed groups affecting humanitarian access.
