Programme Specialist – Cholera Emergency (P-3, 7‑month TA)

About the role

The Programme Specialist (Cholera) will lead UNICEF’s emergency cholera response in the Democratic Republic of Congo. Reporting to the Chief Emergency in Kinshasa, the specialist will coordinate rapid‑response interventions, support policy development, and ensure effective implementation of the national cholera program.

Key responsibilities

• Coordinate preparation and response to cholera outbreaks across the DRC.
• Develop, plan, implement, monitor and evaluate emergency cholera interventions, including Case Area Targeted Interventions (CATI).
• Provide technical guidance and coordination to the UNICEF cholera task force and cluster technical groups.
• Support government partners in policy and program planning for cholera control.
• Ensure interventions are delivered in a cost‑efficient, coordinated, and appropriate manner.

Required profile

• Master’s degree or equivalent in public health, WASH, humanitarian assistance or related fields.
• Minimum 5 years of progressive international experience in emergency programme/project development, planning, implementation, monitoring, evaluation and administration.
• At least 6 years of experience managing public‑health emergency programmes or projects.
