Regional Program Manager – Technical (USAID DRC)

About the role

The Regional Program Manager – Technical (RPM) will lead USAID’s peacebuilding and biodiversity conservation activity in the Mbomou‑Uele region of the Democratic Republic of Congo. Reporting to the Chief of Party, the RPM will be based in Isiro and will ensure that all program components are aligned with USAID objectives and local context.

Key responsibilities

• Serve as the senior program representative in the DRC, coordinating between the Kinshasa office and the Isiro field office.
• Provide overall oversight of DRC‑based program staff, including operations, administration, human resources, logistics, procurement, budgeting, financial accounting, IT, and translation.
• Manage grants and sub‑contracts in compliance with MSI and USAID policies and regulations.
• Build and maintain strong working relationships with local partners, government entities, NGOs, and community groups.
• Support the Chief of Party and technical leads to adapt activities to evolving security, political, and environmental conditions.

Required profile

• Extensive experience managing large, multi‑disciplinary development programs, preferably with USAID or other bilateral donors.
• Demonstrated ability to work in conflict‑affected settings and to navigate complex stakeholder environments.
• Strong understanding of USAID rules, procurement processes, and financial compliance.
• Congolese citizenship is highly encouraged.
