Senior Adviser, Social & Behavior Change (RCCE) – P5, 6‑Month TA

About the role

UNICEF is seeking a Senior Adviser to lead its Social and Behavior Change (SBC) and Risk Communication and Community Engagement (RCCE) response to the Ebola outbreak in the Democratic Republic of Congo. This six‑month temporary appointment will provide strategic leadership, ensure technical coherence, and co‑coordinate multi‑partner efforts at national and provincial levels.

Key responsibilities

• Provide strategic direction and oversight of UNICEF’s SBC/RCCE activities.
• Co‑lead coordination mechanisms with government, UN agencies, and operational partners.
• Align SBC priorities with the Ebola Incident Management/Coordination structure.
• Collaborate closely with the SBC Section, Health Section, Emergency Team, field offices, and external stakeholders.
• Report to the Chief SBC and the Ebola Coordinator, ensuring timely and effective implementation.

Required profile

• Executive‑level experience (minimum 12 years) in risk communication, community engagement, and emergency response.
• Proven leadership in multi‑partner coordination within humanitarian settings.
• Advanced degree in public health, communications, or a related field.
• Ability to work under pressure and deliver results in complex environments.
