Senior Joint Operations Officer

About the role

The Senior Joint Operations Officer will be based in the Joint Operations Centre of MONUSCO in Kinshasa, reporting to the Special Representative of the Secretary‑General through the Mission Chief of Staff. The position is centred on enhancing situational awareness, managing crises and coordinating operational activities across the mission.

Key responsibilities

• Advise senior leadership on UN joint coordination structures and maintain integrated situational awareness for the assigned operational area.
• Ensure the accuracy, consistency and quality of operational reports, situation reports and flash updates.
• Directly coordinate and supervise the Joint Operations Centre, preparing work plans and managing staff.
• Collaborate with Troop and Police Contributing Countries on joint planning, logistics, CASEVAC and MEDIVAC matters.
• Organise first‑response actions during crises and serve as secretariat for crisis‑management mechanisms.
• Lead monitoring, research and analysis of peace and security developments to inform policy and strategy.
• Prepare analytical and strategic documents, including briefing notes, concept papers and correspondence for senior decision‑making.
• Oversee budgeting, project implementation, reporting and administrative processes for the section.

Required profile

• Advanced university degree in political science, international relations, law, public administration or a related field (or equivalent experience).
• Minimum ten years of progressively responsible experience in political analysis, security, conflict resolution, peacekeeping or related fields.
• Demonstrated professionalism with strong analytical, evaluative and judgment skills.
• Excellent communication abilities, both written and oral, with experience drafting high‑level reports and speeches.
• Proven planning and organisational skills, capable of managing complex projects and resources.
• Leadership experience, including team management, mentorship and fostering gender‑balanced participation.
• Ability to incorporate gender, youth, environmental and climate perspectives into operational recommendations.
