Senior Monitoring & Evaluation Advisor – USAID Project

About the role

The Senior Monitoring & Evaluation Advisor will provide technical guidance and quality oversight for all M&E activities across the USAID Central Africa Regional Third‑Party Monitoring project in the Democratic Republic of the Congo. The role supports USAID/BHA and implementing partners by ensuring rigorous data collection, analysis, and reporting for both emergency and non‑emergency interventions.

Key responsibilities

• Draft and standardize report templates, oversee data analysis, and produce site‑visit and TPM reports.
• Develop questionnaires, training materials, and conduct enumerator trainings.
• Lead knowledge‑sharing and learning events for partners and USAID staff.
• Provide technical review and quality control of all M&E deliverables.
• Advise the contractor on financial aspects of surge options when required.
• Maintain oversight of all M&E tasks in CAR, DRC, and ROC.

Required profile

• Congolese national with extensive experience in monitoring and evaluation for humanitarian or development projects.
• Proven ability to guide M&E teams, ensure data quality, and produce actionable insights.
• Strong understanding of USAID policies, BHA programming, and third‑party monitoring frameworks.
• Excellent written and verbal communication skills in English.
