Shelter Cluster Coordination Officer (P3) – Goma

About the role

The Shelter Cluster Coordination Officer (P3) based in Goma supports UNHCR’s mandate as the Lead Agency for the Shelter Cluster in humanitarian emergencies. Reporting to the UNHCR Representative and liaising with the Global Shelter Cluster Coordinator, the incumbent ensures effective coordination, strategy development and advocacy across the cluster.

Key responsibilities

• Lead the implementation of UNHCR’s commitments as Shelter Cluster Lead, ensuring compliance with IASC standards and guidelines.
• Establish and maintain strong working relationships with cluster members, facilitating regular meetings, focal point designations and strategic advisory groups.
• Coordinate cross‑sectoral activities with related clusters such as WASH, CCCM, Protection and others.
• Advocate for shelter needs within the humanitarian response and promote early recovery and cross‑cutting issues (age, gender, diversity, HIV, environment).
• Supervise a Shelter Cluster Support team covering information management, needs assessment and technical support.

Required profile

• Proven experience in humanitarian coordination, preferably within UN or NGO shelter programmes.
• Strong understanding of the Cluster Approach, IASC terms of reference and reference modules.
• Excellent communication and negotiation skills to build consensus among diverse stakeholders.
• Ability to manage a multidisciplinary team and deliver results under pressure.
