Team Leader – Third-Party Monitoring for Health & Education Programs in DRC

About the role

Montrose is seeking a full‑time Team Leader to manage an independent Third‑Party Monitoring (TPM) and research service for two British Embassy Kinshasa programmes in the Kasai province of the Democratic Republic of the Congo. The role will oversee monitoring, evaluation and baseline research for a health programme (SEMI) and an education programme (AXE‑FILLEs), supporting FCDO and other stakeholders with evidence‑based insights.

Key responsibilities

• Lead a multidisciplinary team of consultants delivering TPM and research activities.
• Design and implement monitoring and evaluation frameworks for large, complex programmes.
• Conduct baseline studies, analyse data and produce high‑quality review reports.
• Facilitate cross‑sectoral dialogue with local and governmental actors, including ministries of health and education.
• Build and maintain strategic relationships at ministerial and provincial levels.
• Ensure compliance with FCDO requirements and provide regular updates to key stakeholders.

Required profile

• Master’s degree or higher in a research or social‑science discipline.
• Extensive M&E experience in sizable, complex development programmes.
• Proven experience as a Team Leader managing multidisciplinary teams.
• Background in women and girls programming, particularly in health and education.
• Demonstrated ability to engage with ministries and provincial authorities.
• Mandatory experience working with FCDO.
• Fluency in written French and English.
